Description:

Ciudad Garcia is the capital of The District of Garcia, and a sizable community of 42,000. It is the cultural, financial, political, commercial and industrial center of the the District, with the country’s most important industries being located within the city. Ciudad Garcia also serves as the chief seaport of the country. The city’s harbor near the mouth of the Rio Verdi accommodates most naval vessels, and the port handles both heavy passenger and freight traffic.

The city itself holds Universidad Nacional de Sangria, Garcia (UNS-G), the only advanced educational college in the region, and also boasts the bulk of its industry and commercial activity. A large (though controversial) general hospital can be found here, as can both a tri-vid communications station, RCN Television and a newspaper , “The Sangrian Times” . Much of the community has undergone recent improvements, rebuilding large portions of the ruins with off-world money. The Industrial Sector has been greatly revitalized through off-world, primarily Taurian investments, but a great deal of housing and commercial development has also been spun-off through this construction. In particular, the Las Pampas District has shown increasing construction of mansions, wide parks and commercial ventures selling off-world luxury goods, something found nowhere else in the nation.

Important districts of the town include:

Diego International Airport : Lying on the outskirts of town, it still provides the local district with access to international flights and regional transit through the Avianca and EasyFly airlines. Though not officially a starport, it an support AeroSpace efforts and has facility to refuel and supply DropShips that visit. The “Buenaventura” operates from this facility.

Industrial Quarter : The first part of the town rebuilt with off-world investment, its warehouses and small factories provide the lion’s share of community employment. Most of the facilities in this area are well-protected by cameras, alarms and infantry squads of private corporate troops, but occasionally also by a lone mercenary piloting a light Mech, hired to protect the factory.

In the center of the Industrial Sector is the Terramatrix Industrial Salvage complex. a series of four large and eight (8) pre-fab buildings. This facility is well-protected, and is the show-piece of local industrial development, both repairing and refurbishing Mechs salvaged from throughout the Periphery. The complex is also the location of a freight facility with a train that passes out of the sector, through Sterling Field and ends at Diego International Airport (work is in process to extend spurs of this line across the industrial sector, with almost 320 kms of track). In addition to the two (2) Mech storage bays, there are a large repair/garage facility, two paint shops and an automated central parts assembly line.

Pegasus Arms Complex

Las Pampas : The class of well-to-do citizens emerging in the community, consisting mostly of managers and owners of the various manufacturing interests in town, live in this lower east section of town. Mostly well-educated, the workers keep spacious residences and apartments further south, while the wealthy land-owners live in the north part of the district. Pegasus Arms is one of the few high-density apartment complexes in the district, but presents a very ostentatious display, and all the locals know it houses the wealthiest criminals in town.

Little Chirba : Once part of the original colony during the Star League, it survived mostly intact. A community of two-story brick town houses mixed with small shops, especially along Liberty Road, its main boulevard. A small Star League armory has been refurbished here, and acts as the HQ for the Policia Federales, capable of holding a full company of troops and their vehicles, acting as its central technical depot and home to the Policia Federales Logistical Support and 1st Región de Policía Companies.

New Town & Cathedral Square : New Town is a formerly bombed-out part of town to the east and south. Mostly rebuilt, it is a sprawling series of small parks, stores, offices and apartments, and is constantly under-going construction efforts. Cathedral Square is the old plaza in the center of the community, where numerous war memorials and statues, a large catholic cathedral and cemetery, and the central urban park are located. It is often the popular site for concerts and community fairs.

The Old Palace : Now a ruin, the former district government buildings were an ancient stone building housing the governor and his staff. It once held most of the district’s heritage artwork and important files. Now an open parkland with a few small barracks, the Old Palace is being surveyed for future construction efforts, though the district government is still being run from the town hall.

The Presidio : Site of the ancient colonial outpost, the Presidio overlooks the harbor, government buildings and the commercial districts. Well-fortified to act as barracks for both 4th (Motorized) Rifle Infantry Battalion – “Garcia’s Own” and 19th (Motorized) Rifle Infantry Battalion – “Black Skulls”, the large Sterling Airfield also occupies half the base, housing Sangrian Air Command and all its aircraft. The airfield can support limited DropShip access. The site is presently the headquarters of both Sangrian Air Command and the Sangrian Army Command, in a new underground series of bunkers located below Stirling Field.

Squattor’s Towns : Two sectors of town consisting of partially cleared sectors of city ruins; the Colonial Zone, and Liberty Town. Refugees, the poor and bandits have made these ruined districts their home. Recent wars in the region have created homeless refugees from across the planet, and the city simply does not have the ability to house them all. A southward slope keeps the ruins out of sight from the wealthy suburb of Las Pampas, and a ravine keeps them from easily wandering into that neighborhood. Vigilante gangs and increased police patrols also assure the locals do not wander too far. The areas are known for their access to the local black market and the ability to hire people for almost any job.

Sangrian National Assembly, Ciudad Garcia

Founded on the south bank of the Lake Valencia around 2650, the Ciudad Garcia was built as a resource gathering community for the SLDF. When the Star League fell in 2776, the community suffered raids and within decades fell into ruin. The agriculture and timber industries continued, but under the auspices of the semi-feudal organization of plantations and the slow strangle-hold by the Darrian population over the natives began.

The Taurian government took an interest in their former colony around the turn of the century, and began investing in colonization and industrial improvements. The isolation and resource-rich nature of the District of Garcia brought it to their attention for investment, and within a decade, the rebuilding of the district was in full swing.

Today, the city is the cultural and industrial center of the nation, with the collapse of San Succi, the former capital of Sangria. Initially housing the Sangrian Provisional Government (SPG) during the early reorganization of the new nation, the city has become a bastion of Sangrian protocol and traditions, and is now the capital of The New Republic of Sangria.

The new national capital building is being built on the site of the former district capital building, and the district government has occupied most of the city hall’s unused space, in the large Star League offices in the center of the city. The Universidad Nacional de Sangria, Garcia (UNS-G) has become the repository of the district’s art treasures, and many of the national treasures of its former government have been placed here for display and safe-keeping.

Agriculture

Agriculture has been a primary contributor to the economy of Ciudad Garcia. Although mainly corn and rice crops and cattle have been grown in the past, new policies are aggressively supporting the diversification opportunities for field and specialty crops and the expansion of the food processing industry.

Field crops of corn and rice are the primary crops grown in the district. Specialty crops such as beans, peas, and sunflowers are an increasingly important source of food in the region. Herbs, essential oils and spices are cash crops that are being introduced slowly into the district.

Irrigation and water processing are vitally important aspects of the agricultural development of the region. Water must be purified of the local arsenic that is systemic throughout the planet’s water sources, and this service is provided by AquaTech, a large service company based in Ciudad Garcia. Purified water irrigation allows producers to diversify their crops, although “dry-land” farming is still pre-dominant in the area. There are an increasing quantity of piped irrigation services being provided across the district, primarily to greenhouse operations that are developing among many communities.

Livestock : Chickens, pork and beef are all maintained as livestock, though the latter two are increasingly important to the local economy. Consolidated Foods Limited provides a large meat-packing plant that serves the livestock industries in processing meat animals for the consumer market. An increasingly important local employer, the facility is considering upgrades to its plant to meet further export demands.

Greenhouses : The Garcia district is increasingly known as the “Greenhouse capital of the planet”, as the area with the highest concentration of greenhouses on Terramatirx. In 3016, about 300 acres were noted under glass or poly greenhouses, mostly under the Red Hat label. Produce today includes flowers, cucumbers (10,000 tons per year), peppers, tomatoes and tree seedlings.

The Red Hat cooperative harvests and packages most of this produce for export, buying from many independent producers that are appearing near Ciudad Garcia. The Dingo Brand Corporation, however, has begun to occupy a notable niche in this market, mostly through its large hydroponics facility on “The Factory”, but also due to an increasingly large number of independent greenhouse operations developing in Iron Dingoes landholds.

Manufacturing

Ciudad Garcia is a highly diverse city that partners with many other organizations to support business and industry to attract new services and activities. Ciudad Garcia is gaining recognition as an economic force due to the high volume of trade along its strategic transportation routes including the Camino Muerto pass, and the nearby Rio Verdi waterway. Local manufacturing industries export goods nationally and internationally. In addition to the major manufacturing businesses summarized below, there are dozens of smaller firms which are important contributors to the economy.

The Aditya Birla Group, Garcia : A world-wide conglomerate, based in Von Doom that is primarily concerned with fashion, textiles, finance and mining. The local Ciudad Garcia plant produces thermal carbon black, a critical component from processed coal used in rubber, plastic goods and high carbon steel production. It also provides the basic building block in producing ceramic heat shield tiles used by shuttles and DropShips for their hull plating.

AquaTech : Every community in the district (and nation) , has an AquaTech facility that purifies local water sources of poisons and toxins, notably the arsenic that is found across the planet. This company provides chemical engineering services, and has a close working relationship with Iron Claw in securing its necessary equipment for processing.

Consolidated Foods Limited (CFL) : A large meat-packing plant located on the south-western fringe of the city, is an interstellar firm with facilities across the Periphery and the Inner Sphere. Although a relatively new enterprise locally, they have been in the food processing business for centuries, and have a reputation for excellence in service.

Corporación de Alta Tecnología para la Defensa : A small, relatively new technological development founded in 3018, CODALTEC manufactures the Universal Target Control Station (UTCS) Class-3100a, intended for Sangrian military use. An extremely high-tech company, it is also developing robotic drone systems and often consults in other organizations needing computer assistance.

Compressor Products International : Producing industrial compressor parts, pistons, rods and lubricating equipment, the company also repairs and maintains its own equipment through industrial service contracts. It’s tool & die shop is very busy with constant orders for its services.

Eldorado Stone : Originally a simple brickworks, now Eldorado Stone produces construction aggregates in various classic styles, from local sources of sand and gravel. They also produce several brands of mortar and promote their own line of masonry tools.

Essentials : A small agricultural company that produces algae as a ration supplement, the company is actually a part of the Aegira Technologies banner. Internationally accepted among spacers, Essentials ration capsules are proving an increasingly important trade good as star traffic increases in the system.

Goodyear, Garcia : Built in late 3022, this tire plant employs over 300 personnel in producing refined tires for commercial, agricultural and military needs. it uses carbon black produced by the Aditya Birla Group, Garcia plant in the city, and exports tires north along the Rio Verdi, into San Isabel and across the Atlantis Ocean.

Indumil : In addition to the companies other assets, Indumil is building a parts manufacturing plant in Ciudad Garcia, aimed at supplying both the local military and heavy logistics vehicles. The plant is being built near Diego Airport, and adjacent to the rail line, expecting to be completed by early 3028.

Iron Claw Tool & Die, Garcia : An iron foundry, producing pipes, water valves and fixtures, and ancillary tools for their installation. The eastern plant of a national company, its products are essential for sustaining the water purification industry of the district.

Landmark Feeds : Established in 2962, Landmark Feeds was one of the first industries in the district. Providing supplements and complete feeding packages for goats, swine, cattle and chickens, its services have expanded to include the eastern Guaviare and Cundinamarca Districts, and south into San Isabel. They also maintain an 850-acre multi-species research farm (the largest private research facility in Sangria) on the eastern edge of the city, where they study their own products.

Methanex : A relatively new production facility specializing in the production of methanol from waste wood, (produced from the ProPal plants), chiefly for use in industrial solvents and in bio-diesel production. There is speculation the company might increase production through importation of coal from the northern territories. Although based from Delancourt, this local venture has been backed by assets from Solaro Oil Company to meet local fuel needs.

Moduline Homes : A manufacturer of modular, pre-fabricated homes. Produced under the Silverwood and Mansura brands, the company was a recent development in 3015, and has been instrumental in the rebuilding of the district’s housing needs.

Plainsman Clays Limited : A world-famous clay mining and processing company, producing brick, pipe, tile, pottery and stoneware. The company’s principal mining site is located along the northern and eastern edge of the Gaucho Plains, though they also have interests in the nearby Guaviare District, along the Rio Verdi Valley.

Productora de Papeles (ProPal) : ProPal Manufactures and sells paper-based products exported off-world. The company operates two paper mills and offers packaging solutions for the food and beverage, consumer products, industry, and paper and packaging market sectors. Its products also include printing and writing paper. Recent investment has involved recycling and reforestation efforts in the industry. Founded in 2952, it represents one of the oldest industrial efforts in the region, and they also operate a once vitally important, though aging power plant fueled by waste pulp from their mills. Recent work on the power plant has actually improved its electrical generation from 30 MWs to 53 MWs.

Red Hat Industries, Limited : Red Hat is a successful cooperative that operates nearly 300 acres of greenhouses in Ciudad Garcia’s fringes. Producing vegetables (primarily cucumbers, but also peppers, tomatoes and tree seedlings for the forestry industry.

Sangrian Fertilizer Industries (SFI) : An important local employer, SFI produce nitrogen-based organic granular fertilizers that are internationally exported. Recent technological improvements to the plant have reduced pollution and improved production.

Terramatrix Industrial Salvage : A prosperous factory complex providing refurbishment services to military concerns. The facility re-builds construction and transport vehicles, armor and heavy military vehicles, including BattleMechs for resale, and represents the only such facility on the planet. Although troubled with personnel issues and supply problems, it does not operate at full-capacity, though it still manages to fulfill its mandate. It also has a rail-link connecting it to Diego Airport and Sterling Field.

Retail and Service Sector

The primary trading area of CIudad Garcia which extends across the Atlantis Ocean, and consists of about 175,000 local people who regularly shop and use services in the community. The secondary trading area includes Delancourt to the east, the Capital District, Cundinamarca to the west and south into San Isabel.

The strength of the combination of manufacturing, service, agriculture and the economic benefits associated with this, supports a strong and expanding retail sector in Ciudad Garcia. * “The Iron Dingoes” mercenary company contributes millions annually to the region’s economy through payrolls in military and civilian personnel and the purchases of goods and services.

Some of the largest retail and service sector employees includes supermarkets, department stores, food services, banks and credit unions, and places offering accommodations and lodging, municipal, district and federal government agencies, hospitals and school divisions.

Utilities

Electrical Power : Ciudad Garcia is supplied electrical power through the efforts of the Garcia Electrical Authority. In addition, ProPal maintains a pulpwood-fired power plant that provides supplemental energy production to the local community. Recent efforts in 3017 were made to replace the older LM-2500 (30 MW) power plant with a new LM-6000 Steam Turbine (53 MW), bringing this facility up to these improved production standards.

Water Supply : Industrial processing water is supplied by Lake Valencia and the nearby Rio Verdi. The water treatment plant maintained by AquaTech has a plant capacity of 205 million litres per day.

Waste Management : Ciudad Garcia’s secondary sewage treatment plant has a capacity of 45,000 cubic metres/day. The city’s effluent is well below the national standards.

City Services

Education : Ciudad Garcia operates under the national mandate for education, maintaining a dozen (12) Primary Schools and three (3) Secondary Schools. Offering a variety of programs, including English Immersion, learning assistance and the technical apprenticeship programs needed by the burgeoning industry of the region.

A comprehensive private education program is also open to all students, with two (2) private educational schools, the Cornerstone School and the Center for Academic and Personal Excellence school offering full-term education and college preparation classes. In truth, these schools rarely accept non-Darrian students, due to the costs associated with their education.

The Universidad Nacional de Sangria, Garcia (UNS-G) has become the defacto center of fine arts and education in the district. Its wide curriculum and facilities are available to the civilian population, and have supported the industrial development of the district during the last few decades. Many foreign academics have fled to the district since the results of the 3024 Small War and subsequent Outworld’s Plague, giving the school a large base for its educational opportunities, though many have since been transferred to the national center in San Succi. Nonetheless, it provides one of the best educational opportunities in the nation.

There is a new military officer’s training facility known as * The “War Dogs” College of Military Sciences, is opening in mid-3027. Built in the somewhat backwater village of Izpek, it will include training officers from the Iron Dingoes, and select members of all national military’s under the umbrella of [[: the-commonwealth-of-nations]]. Most notably, its program teaches combined-arms and anti-Mech techniques unknown to the national military’s across Terramatrix.

The “War Dogs” facility was developed with access to a fairly substantial and experienced academic base, and deploys the highest technological and other advanced educational services in the nation, possibly in the world. The college has plans to expand into the computer sciences, engineering and medical branches in the coming years.

Healthcare : Ciudad Garcia is served by a 325 bed facility, the Garcia District Hospital. Providing acute care, the facility also acts as the center for more than two-dozen (31) private health care professionals, who maintain private clinics around the city. There are also an increasing number of private nursing homes available for the elderly and injured, scattered across the city.

The military operates a small (100 bed), but fairly modern facility for its own forces and other government services personnel from Sterling Field.

Fire Protection : The Ciudad Garcia Fire Department (CGFD) operates from three (3) separate stations. New facilities are slowly being built to replacing the older stations, and include a paramedic aspect in each facility, with integral solar energy panels and water-recycling to independently maintain its own needs. There are plans to add two more stations over the next few years, as the community opens the outlying ruined districts.

Police Services : Provided through the local chapter of the Policia Federales, the city is serviced by the 1st Región de Policía Company and also acts as the force’s district HQ with the Logisitical Support Company based therein. The community also boasts an increasingly large mercenary force of security troops, such as small lance-sized Mech units and platoons of rifle infantry over-looking key industrial sites.

Diego District Airport

Air Service : Ciudad Garcia’s Diego District Airport is owned and operated by the city government, and is located on the western outskirts of town (10 minutes from the city center). Equipped with both a 1500m and a 900m runway, it maintains up to date navigational aviation equipment, and provides the facilities to accommodate aircraft from small private planes to medium-haul jet airliners. The airport provides a public passenger terminal, aircraft maintenance facilities, aircraft refueling facilities for aviation gasoline and military jet fuel and they also provide air charter services for passengers and cargo. It is the premier airport in the district.

Regional commercial air services are traditionally provided by EasyFly, who offer direct flights daily to El Dorado International Starport in San Succi for further links with all international and domestic flights. Recent troubles in the capital have led to Avianca temporarily moving their fleet operations to Diego Airport while matters were resolved in the capital. After reducing their presence and fleet size, they have returned to the capital, though they continue to operate their maintenance services and headquarters from Ciudad Garcia, primarily due to its greater availability of parts and aviation fuel.

A small cargo and passenger service, known as Air Garcia, has begun operation in Garrison, though it operates its small fleet of older DC-3D “Condor” STOL Air Transport in domestic service. It is known for being inexpensive and questionable in its shipping service.

Also, Whippet Transport Lines offers a limited air service across the district, as well as to key national airfields. Whippet also offers a daily shuttle service to “The Factory” in orbit, something fairly unique in the nation, which is accessed through its bus and airline services from across the district.

Sterling Field

Sterling Field is a military drop-port located immediately behind the Presidio atop the bluffs, and accommodates the Sangrian Air Command‘s military helicopters, conventional fighters and transport planes. In addition, the facility is equipped with hydrogen fueling facilities and actively receives K-1 Class Dropshuttles, KR-61 Class Long-Range Shuttles and conventional shuttle service from orbital merchants, as well as the occasional DropShip, though such is rare. The nation’s only regular DropShip cargo service is provided by a monthly trip by the “Buenaventura”, and is based from this facility.

Improved Road – Sangria

Highways : The Trans-Sangrian Highway starts directly in Ciudad Garcia, and over the pass known as the Camino Muertos; a rough trade road cut from the living rock of the Blue Mountains, and while dangerous remains important to trade with the rest of the nation. Its improvement is a major part of the district’s long-term infrastructure plans.

An improved road network connects the central towns of the district, with Ciudad Garcia, developed largely by the efforts of the Iron Dingoes, who have spent several years in funding and expanding the existing roads. Only the large agricultural towns along the east coast are largely ignored by these routes, though many say the Dingoes efforts will improve these as well.

The majority of the district’s unimportant roads are largely simple dirt tracks, and in the border regions can prove difficult with sudden wash-outs and general wear by military or heavy industrial vehicles quickly ruining them. As most people in the district do not possess vehicles, however, this is rarely a concern, except for commercial and government interests.

Independent Fuel Hauler

Trucking Firms : Led by Mercado Industrial Logistics (MIL) out of Mercado, this large trucking company controls the majority of regular shipping efforts across the district. Ciudad Garcia also has a network of small, independent trucking firms offering local, provincial, national and international inter-modal freight services. The services provided include special bodies and containers for household goods, grain, bulk fertilizer, heavy equipment, oilfield equipment, refrigerated or frozen goods and a broad range of manufactured products. These trucking firms provide services to Diego Airport and to the port facilities in the city and Melang, as well as inter-connections across Sangria.

Bertling Logistics has operated as a small package courier service in the district for many years, but recently engaged with Mercado Industrial Group in developing itself into an international shipping firm. The company operates its fleet of Elemental Cargo Airships out of Ciudad Garcia, providing bulk goods and supply shipments primarily to isolated colonies and work-sites both nationally and internationally.

Bus Services : “Chiva Transport” is a cooperative of older buses used in rural passenger, cargo and livestock transport in the district, and throughout Sangria. Each bus is owned independently, has a unique history and name, and passage is booked on a case-by-case basis. There is no standard fee.

Whippet Transport Lines has opened a regular route through the capital, though its services are centered and based from the community of Garrison. It offers professional bus services in a relatively modern series of buses, for a standardized, reasonable fee. It provides transit to and from Ciudad Garcia, connecting each major community in the district. In addition, the company offers limited air service from Diego Airfield, offering a cheap orbital shuttle flight from Garrison, and many people use the bus line to access this cheap shuttle service to “The Factory”.

Industrial Train, Ciudad Garcia

Rail Service : The only existing rail service in the district, is the cargo-only short-rail service operating from Terramatrix Industrial Salvage directly to both Sterling Field and Diego Airport. Plans are constantly being evolved that will extend the existing national railway from either San Jose or Florencia in The District of Guaviare to connect over the Blue Mountains with Ciudad Garcia. The intimidating terrain of the Blue Mountains, however, makes the possibility difficult, but the route would likely closely follow the Camino Muertos. The rise of Bertling Logistics, has alleviated some of this demand, however.

Port Garcia

Garcia Port Authority : Long held as the primary dockyards in the nation, the Garcia Port Authority is a company that has been in full operation following a major infrastructure investment in 3000. The port originally began supporting agri-industries, exporting lumber and paper products, as well as the many agricultural exports of the district. The facility soon expanded to export the growing industrial output of the region, and has three sub-terminals; a Standard (5-ton) Cargo Container loading sub-terminal, a bulk goods and liquid loading sub-terminal, and a specialized sub-terminal for loading coal. The latter sub-terminal takes coal from river barges coming down the Rio Verdi for internal consumption or export onto large coal ships.

In addition to the large merchant loading area, a smaller, more traditional dockyards is located further down the beach, serving as a marina and smaller cargo vessels bound across the Atlantis Ocean, or up river to the capital at San Succi.

Ciudad Garcia

Battletech : The Farscape Campaign Robling
