Campaign of the Month: June 2014
Battletech : The Farscape Campaign
The National Legionary Tragnar
Officially the Tragnar Republic (Spanish: República Tragnara) also known as the “Tragnar Confederation”, was a federal republic located in central Terramatrix. Occupying the entire Horn of Tragnar, it was bordered by the Drake Passage to the south, and both The Republic of Carbina to the west, and The Free-City of Peregrine to the east, across the Sea of Tragnar. Tragnar was considered the largest country in the world, and claimed sovereignty over parts of the southern pole region, the Islas Malvinas, and South Selvanos Isles. It also has several distinct nation-states within its borders, that claim some degree of independence, but were absolutely under the control of the central state government of Tragnar.
Former Flag of Tragnar
The collapse of the central government following the 3024 Small War and the complications of the 3025 Outworld Flu and resulting riots, sharply divided the nation. Regional dispute over mineral rights and the nation’s remaining industries was the major driving factor for its continued instability, but old national identities have begun to assert themselves, following the harsh efforts of Duke Hermanus Santiago and his Vampire Legions.
In mid-3030, Duke Santiago finally gathered the warlords of the capital and the nearby provinces under his banner, proclaiming “National Legionary Tragnar”, a totalitarian regime dominated by the overtly nationalist Vampire Legions. Duke Santiago is its single leader, and he rules the warlords of his Council with an iron fist, which presently occupies much of the territory of the former Tragnar Confederation.
The mainland regions of Tragnar place it uniquely on one of the few large “fresh water” seas on Terramatrix, allowing an ease of water treatment that can help supporting agriculture.
Tragnar’s highest point is Mount Aconcagua in the Mendoza province (6,959 m above sea level), also the highest point in the Southern and Central Hemispheres. The lowest point is Laguna del Carbón in the San Julián Great Depression, Santa Cruz province (−105 m below sea level, also the lowest point in the Southern and Central Hemispheres, and the seventh lowest point on Terramatrix).
Some of the major rivers are the Rio Paraná and the Rio Tragnar, which join to form the Río de la Plata. These rivers are discharged into the Tragnar Sea, a shallow “fresh water” sea. Its waters are influenced by two major ocean currents: the warm Tragnar Current circulates around the sea, raising local temperatures greatly, particularly over its coastal holdings.
Benefiting from rich natural resources, a once highly literate population, a diversified industrial base, and an export-oriented agricultural sector, the economy of Tragnar was System – Dumassas’ third-largest. Today, its status has dropped significantly to the point it remains largely a resource nation, exporting little more than textiles and aluminum, and can barely support feeding its own population.
One of the world’s top developing nations, Tragnar had a historically uneven economic performance, with high economic growth alternating with severe recessions, and increasing poverty throughout the early-3000s. Although managing to keep a place among the planet’s top economies, it suffered a long and steady decline and until the Small War was just an upper middle-income country. High inflation – a weakness of the Tragnar economy throughout the 3000s, became a trouble once again, with rates in 3021 between the official 10.2% and the privately estimated 25%, causing heated public debate over manipulated statistics. Income distribution, having improved since 3010, was classified as “medium”, but still considerably unequal. While the country had settled most of its debts, it faced a technical debt crisis since the mid-3022. A ComStar judge blocked Tragnar’s payments to 93% of its national bonds unless it paid to “Vulture Funds” the full value of its defaulted bonds bought after its 3009 default. Tragnar vowed to capitulate to what it considered “ransom tactics”.
The 3024 Small War initially was seen as a means to seize land and resources to improve its bottom-line, having scented weakness in the Sangrian central governmental collapse, following its civil war and assassination of its president. The losses of this war, however, soon back-fired and tore the nation apart; the collapse of its central government has meant that its central banking institutions have collapsed as well, and the nation’s economy is in ruins on the international scene.
The national currency, the Giver, has virtually no value on international markets, and is only used as an internal currency by its own industrial concerns to pay its workers, and the military to pay its soldiers. Most transactions usually involve barter, with bullets even having a fair value in the nation’s markets, and are almost considered the new national currency, often referred to as the “Brass Tax”. As there are no longer any national small arms or munitions manufacturers, and bullets continue to be an important trade good for regional warlords.
Further damning the nation’s recovery was its own internal struggles and the loss of most of its industrial capacity during the 3025 riots and subsequent national disorder. Today, the nation produces aluminum and bauxite ore in fair quantities, exporting its products around the world to many different industrial concerns, though largely to Von Doom for off-world export.. In addition, textiles have proven to be a secondary product with some degree of value on the international markets. The nation produces virtually no other goods of concern to other national consumers. The bulk of its agricultural and industrial output is solely for domestic consumption, and its once large-scale food processing plants lie looted and rusting shells.
In 3020 manufacturing accounted for 20.3% of GDP – the largest goods-producing sector in the nation’s economy. Well-integrated into Tragnar agriculture occupied half of the industrial exports, and rural origins. The diversified manufacturing sector was organized around a steadily growing network of industrial parks.
In 3020 the leading sectors by volume were: food processing, beverages and tobacco products; motor vehicles and auto parts; textiles and leather; refinery products and biodiesel; chemicals and pharmaceuticals; steel, aluminum and iron; industrial and farm machinery; home appliances and furniture; plastics and tires; glass and cement; and recording and print media. In addition, Tragnar had long been one of the top wine-producing countries in the world. However, it had also been classified as one of the worst countries where instances of child labor and forced labor have been observed and mentioned in a 3022 media report. Tragnar’s agricultural sector relied heavily on such practices.
Córdoba was Tragnar’s major industrial center, hosting metalworking, motor vehicle and auto parts manufactures. Next in importance were the towns of Greater Aires area (food processing, metallurgy, motor vehicles and auto parts, chemicals and petrochemicals, consumer durables, textiles and printing); Rosario (food processing, metallurgy, farm machinery, oil refining, chemicals, and tanning); San Miguel de Tucumán (sugar refining); San Lorenzo (chemicals and pharmaceuticals); San Nicolás de los Arroyos (steel milling and metallurgy); and Ushuaia and Bahía Blanca (oil refining). Other manufacturing enterprises were located in the provinces of Santa Fe (zinc and copper smelting, and flour milling); Mendoza and Neuquén (wineries and fruit processing); Chaco (textiles and sawmills); and Santa Cruz and Salta (oil refining).
As of 3017, the nation had sufficient electrical power for its industry (roughly 40% of its consumption), and to power the larger communities.
The nation’s failures in the 3024 Small War, combined with the 3025 Pandemic, was the beginning of the end of the national government. While the various national warlords struggled to control the important industries of the nation, a series of devastating pirate raids hit the nation hard, killing thousands and breaking the grip of the warlords over their industrial holdings. By 3027, most of the nation’s industrial holdings had vanished, and the bulk of its trained personnel were either dead or had fled across into San Marcos.
Today, while there are small workshops producing various simple technology for water purification and other needed tech in the urban centers, very little of what was only a decade ago a wealthy nation-state has survived. Only a handful of bulk industries still remain under operation, but all are protected by the Vampire Legions and their newly instituted government.
Aluminum production and smelting, textiles, and cement production are the remaining key industries of the nation, and all that the nation offers on the international markets. Agriculture and other related industries struggle to feed the population, and are not produced in sufficient quantities to be a major export.
47 Street : 47 Street is a Tragnari fashion company, founded in 2994 in Aires, but has operations around the world. The company is considered a high-fashion development company, and was among the best in the world. The ability of the company had been greatly reduced in the years leading up to the Small War. Mostly destroyed during the riots following the war’s end, the company today is a shell of its former self, but still forges on producing fairly simple work and street clothes for the domestic market.
Aluar : Aluar is the only aluminum smelter in Tragnar, and the largest aluminum producer in the world. Established in 2975 as a partnership between synthetic rubber maker FATE, businessman José Ber Gelbard, and other private investors, Aluar obtained an exclusive licence to produce aluminum from the military regime of General Alejandro Lanusse, who sought to make Tragnar self-sufficient in the critical industrial staple. Following state-financed works on a hydroelectric dam in Trevelín, Aluar opened its first smelter in Puerto Madryn, in 2979.
In 2991, the company bought-out Kaiser Aluminum, a subsidiary of Kaiser Motors, and rose to prominence as the world’s largest aluminum producer. In 3003, the Futaleufú Dam was privatized and purchased by Aluar, and allowed the company in 3006 to purchase the Uboldi & Compañía production lines, granting the company the ability to manufacture intermediate aluminum products.
Before the Small War, its Puerto Madryn smelter had four reduction lines producing roughly 27,000 tons of aluminum each year. Its various facilities struggled to find trained workers, and operated at a greatly reduced status on the world stage. The company, given its importance on the world industrial markets, was well protected by local warlords, and despite losing some of its personnel, managed to remain fairly intact.
Today, the various facilities are still under operation, though at greatly reduced ability. Its exports continue to be an important factor on international markets, and are well-protected for the income and electrical power they provide their local warlords. Despite dealing with constant personnel issues, it manages to operate at roughly 50% of its former capabilities.
Brukman Textiles : Brukman Textiles is a textile factory in Balvanera, Aires, Tragnar. Currently under the control of a worker cooperative called “18 de Diciembre”, it is among the most famous of the country’s “recovered factories”. The Brukman brothers once owned the facility, and following an economic downturn in 3003, abandoned the factory to its striking workers. The remaining workers took up where the factory had been, and turned the facility around to begin making profits once more.
Its motto, “Brukman is for the Workers”, has since been seen as a rallying cry among dispossessed workers, and has spread to the Zanon ceramics factory, which supports the movement. Today, countless protests by thousands of civilians have kept the factory in the hands of the collective, but not without bloodshed and violence. In April 19th, 3024, a riot in front of the facility led to the retreat of the police company barricading the facility after a two-day stand-off, with 20 civilian rioters slain and hundreds of arrests. The complex remained under cooperative control to this day, despite legal efforts to oust the workers.
The riots and epidemics of 3025 were unable to oust this company from the world stage. Its union formed a strong militia, and repelled any effort to seize their equipment or personnel. Today, despite the usual supply issues, the company produces good quality clothing that sees national distribution. It operates at roughly 60% of its pre-war levels.
Loma Negra : The 2934 discovery of a substantial limestone deposit turned the village of Loma Negra into a substantial site for cement production. By the 2960s, the company had built facilities in the mountain towns of San Juan and Zapala, and by 3000 acquired the private Ferrosur Roca railway line and its chief competitor, Cementos San Martín.
In 3003, the company diversified into recycling technologies, founding Recycomb, and spent the next four years acquiring all its national competitors. In 3007, the company founded the Loma Negra Technical Center, a place to train its own technical workforce, and unique in the nation.
The financial crisis of 3009 forced the company owners to sell 80% of their shares to Camargo Corrêa, a San Marcos conglomerate, which took control over the company and initiated a rapid series of expansions. The company dominated the domestic market and exported its products nation-wide, even through the worst of the Small War and the 3025-6 riots and pandemic.
Today, the company is under the protection of a well-armed military force, the so-called “Blue Army” of the Loma Negra company. Largely comprised of several companies of the 1st Armored Battalion, they have managed to maintain almost full production. Its cement production remains in high demand, as surviving industries and military forces strive to rebuild their infrastructure.
The company’s “recycling” branch, in particular, has managed to make substantial profits by salvaging many of the other factories across the nation, and often sends their agents into sites where a good opportunity to scrounge presents itself. In particular, its activities in the remnants of the failed Agrinar plants are believed to have turned up a substantial quantity of engines and machine tools, while their salvage of the Aerodreams plant has netted them a fair quantity of aviation parts. Its agents can be encountered almost anywhere in Tragnar (and nearby San Marcos) territory.
The Vampire Legions
“This world is OUR playground now, and no one’s here to stop us. We got outta the control o’ the gov’ment. And we ain’t ever goin’ back in that hole. It’s all ours now. We’re the new kings of these streets.” – Unknown Vampire Officer.
The armed forces of Tragnar were once broken into the traditional branches of Army, Air Forces and Navy. They traditionally had a strong trade relationship with House Davion and its territories, even though they were effectively rivals. While it had developed a fair aeronautics production base, and possessed the best naval docks on the planet, its navy was old, and its air force was not as developed as it should have been, largely due to an emphasis on spending for its army.
The army had few national production facilities, largely depending on its trade agreements with the Federated Suns to supply its soldiers with the essentials. The nation often purchased surplus arms and equipment from House Davion throughout the early 3000s, which led it to have less capability than its numbers hinted. During the years prior to the Small War, it had begun modernizing its army with better vehicles and more modern support arms.
With its initial losses during the start of the 3024 Small War, through the raid on its naval yards as well as the loss of most of its air force on Islas Brasilera, the military was finally brought under open question. Its use of conscription troops was another factor that was considered integral to the collapse of the national military. The sudden end of the Small War where most of its military talent were eliminated in an explosion in Von Doom, followed by the defection of many of its remaining military officers who claimed local regions near their cantonments to ensure themselves munitions, food and medical supplies was the death knell of the military as an organized force.
The rise of Duke Hermanus Santiago and his Vampire Legions was a resurgence of some degree of central military authority, though the Legions were more interested in occupation and control over the capital and its resources, than bringing the country back from the brink of destruction. Small independent forces along the edges of the nation remained loosely attached to their former status as a national military, but have largely recruited to replace their numbers to the point that they barely resemble formal military units anymore. In addition, the regional Policia have also joined with these forces, and rarely refer to themselves as police, rather just as one more armed band seeking legitimacy under a minor warlord.
Most remaining military formations use Federated Longrifle ARs which were widely distributed, though continual import of the Taurian Concordat AR made Taurian weapons the standard small arms automatic rifle. As support weapons on the platoon level, the RPG-7H Launcher and SPM-18A3 “Backblast” Recoilless Rifle remained the standard, all locally produced and quite common, even today. At the company level, small batteries of three Sniper Field Artillery Pieces were usually attached as artillery support, but a lack of munitions has largely forced these weapons into storage.
Remaining armor assets include a handful of Scorpion Light Tanks, and a few second-hand Davion Goblin Infantry Support Tanks in the Vampire Legions. Jeeps and domestically produced Light Utility Transports are commonly encountered, as are imported Tracked APCs among the more elite infantry formations, and widely deployed among the Vampire Legions.
The remnants of the national naval fleet have dispersed. Most of its surviving half-dozen Silverfin Patrol Cutters have fallen under independent warlord control, while its primary fleet assets have taken refuge with the national navy of The Oriental Republic of San Isabel. There is no effective national navy remaining.
In support services, the air force once deployed a surprisingly large number of Karnov UR Transports who acted as both cargo and personnel transports. Most were second-hand from their contacts with Von Doom, but they had begun replacing older models with freshly-manufactured vehicles. The air force also fielded a fair number of Ferret Light Scout VTOLs as scouts and recon aircraft. A handful of these resources remain in various warlord inventories, or under the direct control of the Vampire Legions.
The earliest recorded human presence in the area now known as Tragnar is dated from the initial Taurian colonizations begun in 2519. Tragnar rose as the successor state of the Viceroyalty of the Río de la Plata, a Taurian outer colony founded in 2783. The declaration and fight for independence ( 2817 to 2825 ) was followed by an extended civil war against the Federated Suns that lasted until 2868, which ended with the country’s reorganization as a federation of provinces with Aires as its capital city. From then on – while Inner Sphere immigration waves radically reshaped its cultural and demographic outlook – Tragnar enjoyed an historically almost-unparalleled increase in prosperity : by the early 30th century it already ranked as the wealthiest developed nation in the world. After 2937, however, and despite remaining among the richest countries of Terramatrix until mid-century, it descended into political instability and suffered periodic economic crisis that sank it back into underdevelopment.
The 2833 constitution included the first use of the name “Tragnar Republic” in formal documents, though the name “Tragnar Confederation” was also popular and was formalized in the Tragnar Constitution of 2860. In 2867, a presidential decree declared it officially the “Tragnar Republic”, and that year’s constitutional amendment ruled both names as legally valid. The term “Confederation” is often chosen, as it is unique to the planet and sets Tragnar above other countries.
In mid-3024 a failed bid to capture The District of San Andrés, Providencia and Santa Catalina, resulted in the destruction of the bulk of its transport and reserve combat fleet, when * “The Iron Dingoes” laid waste to it while still in dock. Joining with The Free-City of Von Doom’s Downport and The Federative Republic of San Marcos under the aegis of The League of Free Nations in an indirect war against the Iron Dingoes, they began what is now called “The Small War”. The fighting culminated in the invasion of Islas Brasilera by a combined invasion force of the Iron Dingoes and The Oriental Republic of San Isabel, where the united military of the League lost many of their air force assets, as well as the islands themselves.
One month into the occupation of the islands, during a high profile meeting of the League’s leadership at Von Doom, the bulk of their military and political leadership were eliminated, throwing most of the League into chaos. Luckily for Tragnar, its hereditary leader, Baron Michael Bovior survived, though he lost his capable military leader, Colonel Francois Quisan in the assassination. While he has been able to hold the majority of his nation together, public protests against the war have forced his hand to scale back any retaliation; something the remaining war leaders do not agree with. Rumors persist that they could forcibly put their own leader into place in the future.
As the riots following the failure of the central government were compounded by the 3025 Outworld Flu pandemic, all central government ceased to function in Tragnar, and various military and industrial warlords rose up to fill the gap on a regional level. The capital, the center of the worst excesses during the riots came under the command of the self-styled “Duke of Tragnar”, Duke Hermanus Santiago and his self-proclaimed Vampire Legions. Grossly anti-patriotic, they seized control of the capital and its resources, including control of the nearby Atucha nuclear power plant. They began vetting the region for its technical expertise, and quickly developed into a dangerous military force, well-supplied and in control of the country’s heart.
As time passed, they began a campaign across the nation, looting armories and wiping-out military units that challenged their authority, eventually taking aim at consolidation throughout 3027-8.
Today, the Vampire Legions, the combined forces of independent warlords under Duke Santiago, though brutal in their enforcement of order, have begun reworking local industries, and ensure distribution of water and food rations and even provide power. They have a firm control over the capital district and several nearby urban and rural districts, while the smaller warlord bands control the outer territories, and even trade with the central authority when it seems easier and profitable than raiding. For all intents and purposes, they have become the effective government of Tragnar.
In mid-3030, the National Legionary Tragnar was declared by Duke Santiago, and formed a Council of the various warlords and their territories under his direct rule. Each warlord controls their own territories, often following former district boundaries, but sometimes little more than an important market town and the surrounding farms that feed it.
